Here we go again. Iran controls the basic thought and planning process and provides the money to Syria. They have the terrorist HQ there, turns the Iranian directives into specific orders, gets the weapons procured and delivered and provides the final orders/restraints.

Iran protected by one layer of deniability, Syria. Syria signs the peace independently, Iran left out in the cold and that area removed from their strategic planning/thinking.
