SOVEREIGN VATICAN CAN INVESTIGATE ITS OWN CRIME
The Vatican is more than the headquarters of the Roman Catholic Church. Though it occupies a mere 108.7 acres and has only about 1,000 citizens, the Vatican is a sovereign city-state with the right to investigate and prosecute any crimes -- including the rare homicide -- that occur within its borders.
The Vatican has its own police force, courts, magistrate and even a small jail, which is so rarely used that it is often filled with books, said the Rev. Thomas Reese, author of ''Inside the Vatican: The Politics and Organization of the Catholic Church'' (Harvard University Press, 1996).
''It's governed ultimately by the Pope. It has its own post office, which used to make a lot of money printing stamps for collectors; it has its own police and fire department. So it has all the wherewithal of a very small country.''
Because of the sovereign status, Italian magistrates who want to investigate in the Vatican must ask permission. The Italian authorities were involved in investigating the Vatican Bank in connection with the scandal surrounding the collapse of Banco Ambrosiano in 1982.
''What you had there was a situation where the Vatican Bank had a whole string of financial transactions with banks in Italy and elsewhere, so it wasn't as neatly self-contained as this murder,'' Father Beal said.

THE STATE
The Vatican City State came into existence with the Lateran Treaty, drawn up between the Holy See and the Kingdom of Italy on 11 February 1929 and ratified on 7 June 1929.
Its existence as sovereign authority with international public rights, distinct from the Holy See, is universally recognized.
